The company generates revenue from complementary service providers at its airports. These revenues come from charging access and other fees to third-party providers, as well as from ramp-handling, baggage-handling, catering, aircraft security, aircraft maintenance and repair, and fuel services. The access fees are regulated under a maximum-rate price regulation system and are determined for each third-party service provider based on a percentage of their total revenues. The company currently has contracts with 45 companies that provide most of these complementary services across its 13 airports. Under the Mexican Airport Law, the company must provide complementary services at its airports if no third party offers them. On November 1, 1998, the company entered into an agreement with the Mexican Airport and Auxiliary Services Agency (Aeropuertos y Servicios Auxiliares or "ASA"), granting ASA access to airport facilities for a nominal fee to buy, sell, and supply fuel. On July 21, 2018, the Mexican Bureau of Civil Aviation (now the Mexican Federal Civil Aviation Agency) clarified that, as of the August 11, 2014 publication of the Hydrocarbons Law, the fuel market is open, allowing any interested party to distribute and sell Jet-A fuel. This clarification enables third parties meeting legal requirements to provide fuel distribution and supply services at the company's airports. As of the date of this report, ASA is the only third party providing fuel distribution and supply services at these airports.
