MMEX Resources Corporation focuses on developing, financing, constructing, and operating clean fuels infrastructure projects powered by renewable energy. The company forms special purpose limited liability companies for its projects. One such project is Pecos Clean Fuels & Transport, LLC, where MMEX has partnered with Polaris Engineering to develop an ultra-clean transportation fuels refinery. This facility, located at the company's 126-acre site in Pecos County, Texas, is designed to refine up to 11,600 barrels per day of crude oil. The planned products include zero sulfur 87° gasoline, ultra-low sulfur diesel, and low-sulfur fuel oil. The Ultra Fuel® configuration is expected to have criteria pollutant emissions approximately 95% lower than traditional refineries in the US Gulf Coast. MMEX also plans a companion Blue Hydrogen project to convert natural gas to hydrogen for power, which would supply the refinery with hydrogen for fuel gas and eliminate CO2 emissions. The Ultra Fuels® configuration, with engineering details completed in the Front-End Load-2 ("FEL-2") package, features modular design for proximity to Permian Basin fuel markets and crude oil production areas. This modular approach allows for an 18-month project completion timeframe and faster permitting, which was obtained from the Texas Commission on Environmental Quality on February 18, 2022. Additionally, through Trans Permian H2Hub, LLC, MMEX is in discussions with a super major oil company to develop a Natural Gas to Power Project at the Pecos County, Texas site, utilizing the super major's natural gas in the Permian Basin.
