Citizens, Inc. is an insurance holding company incorporated in Colorado and based in Austin, Texas. Since 1969, it has provided life insurance in the United States, and since 1975, it has offered life insurance globally. The company provides insurance benefits to residents in over 80 different countries through its international insurance subsidiary and is licensed to issue insurance products in 43 U.S. states through its domestic insurance subsidiaries. Citizens focuses on offering insurance products in niche markets. As of December 31, 2025, the company had approximately $1.8 billion of assets and over $5.4 billion of direct insurance in force. The company operates in two business segments. The International Insurance segment sells U.S. dollar-denominated life insurance, endowment, and other financial products to non-U.S. residents, primarily in Latin America and the Pacific Rim, with CICA Life, A.I. ("CICA International") issuing these policies. The Domestic Insurance segment sells life insurance and other financial products in the United States. The majority of first-year premiums in this segment come from final expense whole life products sold through CICA Life Insurance Company of America ("CLOA"). Security Plan Life Insurance Company ("SPLIC") issues final expense whole life policies in Louisiana, Mississippi, and Arkansas, designed to cover funeral and burial costs. Citizens collects premiums from policyholders and invests most of these premiums to pay future benefits, including claims, maturities, surrenders, and policyholder dividends. Revenues are principally derived from life insurance premiums and net investment income. Expenses primarily include the costs of selling insurance products, operating expenses, and income taxes, in addition to paying and reserving for insurance benefits.
